China Center for International Cooperation Launched "Green and Low-Carbon City" Project

In January 2012, China Center for International Cooperation, based on one-year investigation and research, formally launched ¡°Green and Low-Carbon City¡± project, whose goal is to help China¡¯s second and third-tier cites to build into green and low-carbon ones. This project is executed by Beijing LCS Center, and participated by UNIDO, and foreign embassies in China and so on.
The project aims at: through global investment, technology, market and information network, expert teams, solution and professional resource, international platform, offers solutions for China¡¯s second and third-tier cities or special regions on improving capacity-building, selecting and developing advantageous cities as pilot ones in green and low-carbon fields.
The projects lasts 18 months, and includes capacity-building, experience sharing, project cooperation, development and exchange, and ¡°green and low-carbon cooperation pilot case¡± report, offers support for green low-carbon development and construction in China¡¯s cities or special regions, and submits analytic report to UN systems, national or local ministries and committee, foreign embassies in China and so on.

(1) Operational state and environmental condition of urban infrastructure
(i) Operational state
A. Efficiency and application of urban facilities including water supply, gas supply, heat supply, power supply, traffic and so on;
B. safe and clean environment, treatment effect on productive and daily pollutants;
C. operation efficiency, construction and preferential policy on urban green transport system;
D. energy conservation and water saving technology in urban building, application of low energy consumption and environmental-protection building material;
(ii) Environmental condition
A. Complete public health facilities, higher pollution control ability and corresponding crisis management mechanism;
B. green and ecological development mode of residential area and community;
C. Residents'' demand and support on ecological environment and low-carbon development
(2) Layout and strategic deployment of urban ecology and low-carbon development
(i) Formulate middle and long-term development layout according to environmental and resource capacity
A. make an overall plan on coordination development between urban and rural areas;
B. adjust urban economic structure, transform economic growth mode, develop cyclic economy;
C. arrange and distribute regional infrastructure in an overall and reasonable way, realize region sharing and efficient use
D. divide urban function, industrial layout and urban traffic in a proper way.
(ii) Implement urban ecological protection strategy based on urban-rural integration
Make an overall plan on pollution prevention and control in urban and rural areas, prevent urban pollution from spreading to suburb and neighboring areas, adhere to the road of unified and harmonious development of city and ecological environment.
(3) Industry support and energy-conservation environmental protection development
A. Adjust industrial structure, give priority to the development of energy-saving and environmental protection industries; establish and improve resource market of capital, technology and work force, as well as intermediate service market of consultation, evaluation and so on;
B. strengthen independent innovation and research support in energy-saving and environmental protection fields, take preferential measures on introducing new technology, new product and demonstration project;
C. support production type, sales type and industry and technology consulting enterprises in energy saving and environmental protection industries;
D. establish sound development environment, and practical, efficient, honest, legal service environment, strengthen market supervision and control force, cultivate and develop standard and orderly market.
