The 5th WEC Put Forward to Jointly Build Blueprint for Green and Low Carbon Development
On November 17-18, 2012, with the support of UN Headquarter and the guidance of CPPCC and NPC, the 5th (China) World Economic and Environmental Conference (WEC), co-organized by United Nations Industrial Development Organization (UNIDO), United Nations Educational, Scientific and Cultural Organization (UNESCO), International Energy Conservation Environmental Protection Association ( IEEPA ), was held in China World Hotel in Beijing, over 600 delegates from all walks of life attended its opening ceremony.
As the first international environmental summit after the 18th National Congress of CPC of China, the fifth WEC, with Future Momentum towards Economic Prosperity: Green and Sustainable Development as the theme, Post Rio+20: Outlook as the sub-theme, attracted numerous attendees from domestic and overseas government officials, experts and scholars, business cycles, sharing views on various topics like economic transition, low carbon development, construction of ecological civilization. This conference also won the support from International Solar Energy Society (ISES), Euro50 Group£¬United Nations Development Programme (UNDP), World Wide Fund For Nature (WWF), foreign embassies from Canada, UK, Austria, Indonesia, France, Russia and other major countries. The concurrent Awarding Ceremony of the Second "International Carbon-Value Award", aiming at "seeking best player of harmonious and sustainable development between economy and environment¡±, also drew widespread attention from the industry and mass media.
UNIDO representative Edward Clarence-Smith chaired the meeting and read the congratulation letters of Kandeh K.Yumkella, UNIDO director-general, and Abulaiti Abudurexiti, honorary chairman of IEEPA, and vice chairman of CPPCC National Committee .
Wang Yuqing, WEC adviser, vice director of CPPCC Committee of Population, Resources and Environment, put forward three advices on increasingly serious secondary and regional pollution in China in his thematic report: First, we shall strengthen scientific research on comprehensive prevention and control. China would continue to establish special project on regional atmospheric prevention, to carry out systematic research on photochemical fog, volatility technology, regional pollution synergetic technology, with a view to offer scientific support for atmospheric prevention and control. Second, we shall adopt stricter air quality standard according to law, control total amount of coal consumption in the key pollution area, and shall not loosen the work on energy-saving, emission reduction and overall governance; third, we shall strengthen control on vehicle emission, accelerate public system development, implement stricter vehicle emission standards and eliminate yellow label car with serious pollution as soon as possible. At the same time, he also pointed out: China currently was making efforts to control air pollution through joint prevention and control and key project construction, and it was expected that the demand of key project investment reached round 2366 billion Yuan; finally, he also stressed the significance of public involvement in prevention and control work of air pollution. Next, He Keng, IEEPA chief economic adviser, vice-chairman of NPC Financial and Economic Committee, proposed four points on the roadmap of China's future economic development encompassing five-in-one overall thoughts set by The 18th National Congress of CPC of China: government at all levels shall shift working center from pure GDP growth to people's livelihood and green development, shall combine the construction of ecological civilization with that of economy, politics, culture and society. He also hoped to develop regional, county, town economy in the process of urbanization. Besides, Wei Jianguo, vice chairman and secretary-general of China Center for International Economic Exchanges, and former vice minister of Commerce expressed his opposition on the ¡°double-counting¡± protectionism of photovoltaic energy in the Round-Table Meeting, insisted it seriously affected normal bilateral trade and economic growth..
Canadian ambassador Guy Saint-Jacques expressed that Canada attached great importance to cooperation with China, and would support Chinese government¡¯s effort on solving the issues between environment and development, hoped to cooperate with China via high-end platform like WEC in the fields of water treatment, clean energy and green building and the like, on which Canada has relative advantages. Austria ambassador Irene Giner-Reichl indicated: an important achievement of "Rio+20" Summit was that green growth was incorporated into sustainable development, which had the same theme as the 5th WEC. To achieve this goal, an important way was to improve current energy system, to gradually increase the proportion of new and renewable energy in the whole energy system, and to improve energy efficiency. Indonesia ambassador Imron Cotan stated his opinion from the perspective of global development trend and low carbon transformation pattern: one of the most important issues the world faces is environmental protection and sustainable development, to which the 18th National Congress of CPC also attached importance, this context made the 5th WEC strategically significant for China¡¯s green development in the future. Currently, many international disputes were as a result of energy shortage and environmental pollution. Therefore, scientists and entrepreneurs in different nations should develop and search renewable, alternative energy and related application technology and pattern as soon as possible. Besides, he also hoped other nations can learn from China, issued powerful support and guidance policy, ensured UN may formulate proper agenda and have the ability to solve this issue.
The forum of the 5th WEC, with topic of " Economic Transition Period-Opportunities and Challenge of Chinese Market£¬Green and Low-Carbon Development-Business Vision of the Entrepreneurs ", was held on November 18, attracted numerous officials and scholars from Counselors Office of the State Council, National Committee On Climate Change, Climate Division of National Development and Reform Commission, Science and Technology Division of the Ministry of Environmental Protection, Tsinghua University, leaders from international organizations and global top 500 enterprises like ISES, WWF, Japan-China Economic Association, British Embassy, Suez Corp., Applied Materials, Apple Corp. Guests shared different views on " policy analysis and development forecast, international experience and case sharing, enterprise development and technological innovation".
IEEPA secretary-general Jon Li made a concluding statement at the closing ceremony: this conference proposed governmental sectors and NGOs to join hands, strengthen communication and cooperation, build a sound oversight, incentive mechanism and operational pattern, especially for stimulating the enterprises¡¯ enthusiasm by governmental industry guidance measures and effective market mechanism. At the same time, we shall accelerate to establish application and cooperation mode of energy saving and environmental protection technologies, deepen transnational low-carbon technology transfer and cooperation, and free communication of green trade, improve the public awareness to take joint action, create global new pattern of ecological, environmental protection and low carbon cooperation in an open and active attitude, realize whole and sustainable development of environment and economy, bring the benefit to the people in the future.
According to a report released during the 5th WEC, low carbon, environmental protection, green and sustainable development are important issues in current world, and have drawn concern from governments in the globe, and would be main future development mode in the globe and new round of economic growth point. However, from the current perspective, realistic contradictions still exist between global economy development and environmental protection. Economic growth and development strategies in many localities still encourage rapid accumulations of real economy, financial and labor capitals, further seek maximization of economic benefit at the expenses of excessive depletion and degradation of natural resources, making us hard to achieve expected green and low-carbon mode; on the other hand, despite certain applications of renewable energy and environmental technology, numerous realistic questions such as insufficient technology adaptability, low energy efficiency, incomplete cooperative mode still exist, together with technical barriers and trade protectionism in some regions, all of these have hindered the development of energy-saving and environmental protection industries. Therefore, international organizations, especially professional organizations, shall take a proactive attitude and action to promote different nations to take joint action, with a view to create a new pattern of worldwide cooperation in ecology, environmental protection, and low carbon fields.
It is reported that under the proposal of Mr. Wei Jianguo, WEC presidium member, CCIEE vice chairman and secretary general, former vice minister of Commerce, WEC Round-Table Meeting decided to set up a permanent consultative body of WEC, of which the Standing Committee of WEC Presidium and Secretariat are located in IEEPA China Center for International Cooperation. The body would hold conference annually to study green, low-carbon and sustainable development issues, and may decide to add or delete members of the committee, as well as the preparatory matters of future WEC.
