Chinese Textile and Clothing Industries Circular Economy High-Level Round-Table Meeting Held in Beijing

On January 27, 2013, IEEPA, International Cooperation Centre of the NDRC, National Federation of the Textile and Garment Industry Association and Huayin Joint Technology Co. co-hosted ¡®Chinese Textile and Clothing Industries Circular Economy High-Level Round-Table Meeting-Energy Conservation and Environment Protection Workshop at Beijing International Hotel, Beijing, China. The meeting focused on green circular economy development and clothing recycling program within the textile and garment industries.

As it's the first green-circular economy seminar in China¡¯s textile and garment industries at the beginning of the 2013, the seminar gained high level support from the government and the community, Attendees included: experts from the National Committee of the Chinese People¡¯s Political Consultative Conference Population, Resources and Environment Committee, the State Council Development Research Centre of the Counsellor¡¯s Office of the State Council, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Environmental Protection, the China International Economic and Exchange Centre, Tsinghua University, the Low-Carbon Economy Research Institute, Chinese Academy of Environmental Sciences, China Textile Institute of Science and Technology, the State Council, related government departments and famous research institutes.

Leaders and Experts from China¡¯s Textile and Garment Industry discussed: low carbon development, science and technology innovation, as well as opportunities and challenges facing the industry. The workshops strived to bring together a group for change through promoting pragmatic development of the textile and garment industry in green circular economy and resource recycling way.

 

 

Recycled textile material in developed countries has reached about 17% of the textile, but in China we waste large number of textile. If a new market system can be created to reuse of old textile, it can let us get future development advantages.

Vice Chairman of the Population, Resources and Environment committee of the CPPCC National Committee and former Vice Minister of the Ministry of Environmental Protection Wang Yuqing; Deputy Director of China¡¯s State Council Development Research Centre, Hou Yunchun; Deputy Director of the National Panel on Climate Change, Research Institute of Tsinghua University, Counsellor of the Sate Council of China, Former Vice Minister Liu Yanhua; Vice Chairman and Secretary General of the China International Economic ad Exchange Centre, the Former Vice minister of the Ministry of Commerce Wei Jianguo, jointly emphasized: 12th five-year National Strategic Emerging Industry Development Plan redefine the path, mode, norms and guidelines to develop energy saving environmental protection industry, provide a reference for the domestic energy saving and environment protection industry ,upgrade the industry and expand the industrial scale.

The development of traditional industries in the field of energy conservation and environmental protection is still fraught with problems around the professional level,  mechanism of competition, business model and market environment. These can be amended through technological, business model and institutional innovation, planning ahead and take the initiative is the right strategic choice. The textile and garment enterprises only must use green low-carbon, eco-friendly competition to replace the homogenization of competition, strengthening cooperation with professional organizations and make improvements in the industrial chain. At the same time, seeking common ground while reserving differences, coordination the relationship between industry, resources and environment, achieve the three cycle of development, in order to be in a strong position in the international market.

Secretary-General Jon Li mentioned in the meeting: ¡°the development of a low-carbon eco-economic model and the implementation of the green circular economy is the inevitable need to adapt to the international environment of China's textile and garment industry. It is also the only way of transformation and innovation in the industry.¡± Organized by the textile and garment industry green recycling economy high-level forum, established resource recycling issue is mainly due to the textile and garment industry producing a large number of textile waste annually. Recovery and recycling of these resources was subject to a report and a pilot run, not only to promote the transformation of the industry to the development of energy saving and environmental protection mode, but also become a new way to solve the shortage of raw materials, while responding to a call for a pilot basis by the government department in charge of the development of energy-saving and environmental protection in the textile and garment industry. Pilot results reported to the State, promote the relevant laws and regulations and standards, as well as textiles resource recycling management and monitoring systems.

    The Chamber of Commerce Executive Vice President of the National Federation of the textile and garment industry, the Huayin Joint Science and Technology Co., Ltd., Shi Yinhuan, stated: ¡°since the 12th Five-Year Plan of China's textile industry with a clear goal for the use of renewable resources in the textile and garment industry, there has been no set of practical effective solutions and the actual specification of the concrete implementation of the action. China's textile and clothing still wasted a lot of  resources. Business leaders of the Garment Industry¡¯s attention should be paid to the re-use in the textile and garment industry, and how to gain the highest value from reuse. The fabric development, scientific ingredients and regeneration of tissue fibres determine the recovery value. The important factors in the development of the fabric, in the first instance take into account the recovery of three years after the clothing has been distributed, scientific and rational structure of organization fibre ingredients suitable for the regeneration process, technological innovation in garment enterprises, low resource recycling and green the focus of the carbon in the development process without delay. He also suggested that should make the textile and garment industry transformation to become a green low-carbon industry, senior government leaders and experts not only need to give attention to the textile and garment industry, but also to support the work of construction of the green industry chain of the textile and garment industry, and make green ideas and actions throughout every aspect of the textile and garment industry, from the development of the textile resources, energy saving and environmental protection of the R & D and manufacturing of fabric, printing and dyeing, to garment design, production and made ?the whole process, from marketing to after-sales service recovery, recycling and used clothing, every aspect inculcate green philosophy, put into the green movement, to make China's textile and garment industry become the vanguard of the green low-carbon industries, to become the industry's green ecological paradigm.

The meeting was attended by leaders of relevant departments of the Government and the distinguished experts including: Deputy Secretary of the National Development and Reform Commission Sun Zhen; Deputy Director of the National Development and Reform Commission, the International Cooperation Centre, the State Environmental Protection Department of the Environment and Director of the Centre for Economic Policy Research Xia Guang; Deputy Director of the National Institute for Fiscal Science, Su Ming; Deputy Representative of the Republic of China in the United Nations Environment Programme, the Academy of Environmental Science, former Vice President Zhang Yutian; Deputy Chief Engineer of the China Textile Institute of Science and Technology, Wang Shaopeng; China Environmental Science Research Institute Researcher Jing-Yang of the Centre for Economic Research of clean production and recycling.

This meeting has had a profound role in leading and promoting innovation and practical action in the field of recycling of resources in the textile and garment industry cycle. The next phase is to carry out the used clothing recycling pilot, which will boost the formation of the transformative power of the industry as a whole.
