2013 8th Issue: Enterprise Will Take the Lead to Quantify the Recycling and Reuse of Textile Material

All the time, the textile industry has been the most internationally competitive industry in China. In 2010, the national textile industrial enterprises complete gross industrial output value 4.765 trillion Yuan. At present gross industrial output value of the textile industry is about to hit 5 trillion Yuan, and over the past twenty years the growth rate was between 10% and 20% per annum. However, the textile industry is also a resource dependent and high environmentally sensitive industry. Most textiles produce from China will become waste textiles in a few years. Without any recovery and reuse process, this is a large expense to China's textile industry which produces more than forty million tons of textile material a year and occupies more than 50% of global fiber production.

On January 27 2013, reporters received information from "China textile and clothing industry circular economy, high-level forum energy-saving and environment protection special seminar", textile material resources recycling work has been actively enter a common quantitative pilot stage by Huayin Joint Technology Co., LTD. and Apple (China) Co., LTD.

Chinese government will encourage enterprises to speed up the development and promotion of high efficient, low cost textile recycling technology in the "Twelfth Five-Year" period as well as require the amount of regenerated fiber to occupy for 15% of the total national fiber in 2015.This shows that waste textile material recycling has became the key point to recycling economy development in "Twelfth Five-Year" period. Rapid development of the green recycle economy as well as transformation and innovation in low carbon ecological development will be the only way for textile and garment industries to develop in the future.

From the meeting, reporters also learned that the recycle model of waste textile in developed countries has became established, through the material innovation, channel control, refining classification mode, gradually formed a less investment, rich benefit industry .This is important because of the shortage of resource for the textile industry and a reduction in pollution to the environment. Make full use of the advanced experience from foreign countries has a good reference for our country to gradually formed textile material circulation mode and industry system formation.

"Chinese textile and clothing industries circular economy high-level meeting--energy-conservation and environment protection workshop" is hosted by ICC,IEEPA,TGCC and Huayin Joint Technology Co., LTD. This seminar brought together many experts and leaders from Resources and Environment committee of the CPPCC, State Council Development Research Centre, NDRC, Ministry of Environmental Protection, Ministry of Finance, Chinese Research Academy of Environmental Science, China Textile Academy and so on .The seminar focused on high level discussion in the recycle economy of textile and garment industry, and put forward new ideas for textile and garment material recycling.

Textile and garment industry has existed for a long time; it is a traditional industry to our daily life which discharges many pollutants. Some experts estimate that for one pair of Polyester pants, which weighs 400g, after two years of use it will release 47kg CO2. Also for a T-shirt which weighs 250g, 7kg of CO2 will be released during its whole lifetime. However, when the output of our country's garment industry surpasses 25 billions pieces of clothes, it will produce a large amount of carbon emission. If textile and garment industry remain in this none recycling situation, it will impede us from achieving our carbon reduction target, as well as face the impact of "carbon tariff" from developed countries. Not only in carbon emission but also other pollutions are discharging seriously in our country.

Information gathered from this meeting explains that in some area of China, where textile material recycling work has already begun as a pilot program, some outstanding textile clothing enterprise has already established textile recycling technology, such as Apple (China) Co., LTD. This company has been researching a recovery channel, classification identification method and processing method for many years and with a good outcome. The next step of this company will be to cooperate with ICC, IEEPA, CRAES and other relevant government agencies and professional organizations, in accordance with relevant state policy guidance, jointly beginning to recycle textile material. At the same time, the company will accumulate the experience during the recycle course then refer an achievement report to the government through the industry association to improve level of the suitable policy and standard for textile recycling.

The experts and leaders who attended the seminar are eminent in environmental protection and recycling economy field and come from all sectors of society,  including: Vice Chairman of the Population, Resources and Environment committee of the CPPCC, former Vice Minister of the Ministry of Environmental Protection Wang Yuqing; Deputy Director of China¡¯s State Council Development Research Centre, Hou Yunchun; Deputy Director of the National Panel on Climate Change, Research Institute of Tsinghua University, Counsellor of the Sate Council of China, Former Vice Minister Liu Yanhua; Vice Chairman and Secretary General of the China International Economic ad Exchange Centre, the Former Vice minister of the Ministry of Commerce Wei Jianguo; former deputy president of Chinese Research Academy of Environmental Science, Zhang Yutian; Deputy Chief Engineer of China Textile Academy, Wang Shaopeng; etc.
